2011年福岛核电事故引起了社会各界对核电安全性的广泛关注，各国均采取积极应对措施。文章首先介绍国内外核电与核电站发展状况，阐述核电站安全性问题，探讨核电站安全建设的必要性。进而，分析中国核电安全性发展建设的约束因素和驱动因素，并指出主导我国核电站发展的约束性因素有技术、核原料的安全性等，驱动因素为能源结构和节能减排压力。最后，文章提出了中国核电安全性建设的建议。

In 2011 the Fukushima nuclear accident aroused widespread concern about the safety of nuclear power, and many countries took active measures to cope with it.
