Modern risk management philosophy emphasizes the invulnerability of human beings to cope with all kinds of emergencies. The Nuclear Accidents Emergency Response Organization (NAERO) of Nuclear Power Plant (NPP) is the primary body responsible for nuclear accidents emergency response.
