This paper builds a pollution control technology licensing game model of two oligarchic enterprises under tradable emissions permits and use this model to analyze. The results show that: On the firms who have technical advantages, the best strategy is to license their technology by means of a royalty regardless of their technical innovation is drastic or nondrastic.
