文章提出要对数字化信息服务实行双轨制管理。数字化信息服务双轨制管理不仅要注重发挥两类信息服务主体的功能和优势,促进数字化信息服务的共生发展,更重要的是从宏观层面上创新数字化信息服务管理的组织形式,有利于实现数字化信息服务整体功能的优化。
