志愿组织是推动城市社区多元治理的重要组成部分。在党政主导下的社会治理体系中，作为民间社会力量代表的志愿组织，与政府和基层社区的均衡互动关系是其有效、有序参与城市社区治理的重要前提。衡阳市志愿组织在参与城市社区治理的过程中充分利用自身的“自主性”和“嵌入性”,向上接力政府、向下沉入社区，实现了志愿组织赋能社区治理，助推更为进取和多元的社区治理网络的形成。
