On the basis of the existed classification system of organizational factors, questionnaire and event analysis, a more comprehensive classification scheme is developed. The main framework is composed of target and strategy, organizational structure and organizational culture. The scheme makes efforts to overcome the deficiencies of the other classification system. On the basis of this classification framework, 71 human factor events between 2000 and 2003 are reanalyzed.
